I think it's pretty well explained on the site, but all you have to do is
enter "guest" at the prompt with no password.

This system was originally set up for security purposes, because a lot of
greedy people wanted to try to download the whole data set, and worse,
usually did it with poorly written scripts that bogged down the performance
of the whole site. But the other half of the reason nowadays is to encourage
contributions from users. They can get an limited number of searches per day
as guest, and unlimited-quota password as a contributor. It's worked out quite
nicely.
