All users can have a crontab but the main system crontab is really only
available to root. So depending on what you are wanting to do ie run some of
your own scripts as long as they don't require  special privelges should be
able to run under your own user crontab.

A really easy way to determine this is simply to type crontab -e at the
command and see if that does not open an editor for you. If perchance the
admin has restricted access to cron you will have a devil of a time trying
to install a cron job.
