Fixed! There was a BIOS setting called Processor Speed, which was set to Fixed Low. Now I changed to Fixed High and it shows 697 MHz. There are five options: Fixed High, Fixed Medium, Fixed Low, Auto Medium and Auto Slow. The BIOS is IBM BIOS. Thanks -- BABA
