IIRC, RH does the same thing as far as 1-6 being virtual terminals.

Its kind of ugly when *dm is choking. It basically keeps grabbing
the terminal back when it tries to startup. I have been part of the
futile race to get something useful typed at the console between xdm
snatching control back. If *dm isn't giving up control on its own
the best option is to do a single user boot. If it is using grub you need
to edit the boot entry. lilo you just need to type <boot entry> single
at the boot prompt.
