Navigate the menus to Tools->Packages->Add, add a download site, then
M-x list-packages, check mule-ucs and install from packages.  Then
RTFM (C-h i m mule-ucs RET should win) and you should be in good
shape.

There are a small number of characters that you need the mule-unicode
charsets for, and Japanese Chinese Greek Russian are not among them.

Neither building from source (no docs---himi hasn't seen fit to add
the ones I contributed yet---for one thing) nor the packages provided
by the vendors are likely to work very well.
