You need to configure either --with-mule or --with-file-coding in
21.4.
In the next major release, --with-file-coding, and possibly
--with-mule, will be the default. But when 21.4 was released, we
still weren't sure whether it would be more trouble than it was worth
(except on Windows).
GNU doesn't have this problem because they simply forced Mule on
everyone as soon as they adopted it.
