Well, in theory you could figure out what bytes LILO writes to the MBR,
and figure out how to make that happen without Linux. Most people would
find it easier to install a minimal Linux system and run LILO.

As far as documentation goes, the man page is very incomplete. The best
source of info is the User's Manual. If you have LILO source code, it's
probably a TeX or DVI file, but most Linux distributions give it to you
in PostScript. In some cases it's packaged separately--e.g., Debian has
lilo and lilo-doc packages.
