There is a little more to the story:

xmodmap -e "clear mod1"

^some unknown service is hogging mod1, would love to know what but could
not diagnose

xmodmap -e "keysym Alt_L = Escape"

 ^so redefine Alt_L to be Escape which is Meta

xmodmap -e "add mod1 = Alt_R"

^ recreate right alt to be mod1 so I can kill X if I have to. 

Now all i have to do is get it running on SuSE at work. Nooo! Run Away!
oh, and there's the small matter of learning japanese so this is of
actual real use...
