However, Tsuchiura-eki has 4-6 buses per hour, Arakawaoki-eki 2-3
IIRC, and Hitachi-no-Ushiku even fewer.  The traffic near
Arakawaoki-eki at 5-6pm is bad too.

At that hour it's insane to come from near Yamanote-sen any way other
than the highway bus from Tokyo-eki though.  Bus is cheapest and
fastest.  It's possible that there are too many people waiting for the
next bus, but it's only a ten minute wait.
