I thought it was quite usable by version 6.5, but the 7.x series is better.
It's much faster than it used to be.  The internationalization support is
quite good.  I highly recommend it. There's an XEmacs interface to the
PostgreSQL library API.  Programming in SQL is cool, programming in Emacs
lisp is cool, programming with both really rocks (IMHO).
