I think only restriction is you have mail address in Japan. And I think comparison should be made among other ccTLD. And I know according to NewsLetter from dyndns.org .de domain requires nameservers to be different c classes. And obviously dyndns serves .uk .au etc. So .jp has more restrictions consistent with other areas of non-custom barriers. Besides you can serve web server on dial-up account. dyndns gives your own mail server. This means you don't have to rely on isp's mail account and free webmail account. So more freedom to switch at least isps. Though still locked in NTT flets. And, for downtime from dial-up account, you can setup backup MX. It means you need somewhere server alway up. But, it doesn't mean isp's mailserver. Could be collective dial-up accounts.
