I'm sure there's some dhcp server available for 98.  Either that
or their DHCP server is just borked.  Hey, wait a minute!
I just remembered something from the Ghost of Network Troubles
Past!  On our old internal network, if the dhcp server was out
of leases, some machines would wind up getting some 169.x.x.x
address, it was like that was some default that either it or they
went to when there was no legit one available.  The ones that this
happened to were all Macs, not Win boxes, but maybe that's a kind
of cross-platform thing.  Maybe it's even in the dhcp rfc if I
go and find it?

So, maybe the dhcp server on the router TA only has a given number
of leases available and they're all taken or it thinks they are.
What brand/model is it?  I wonder if power-cycling it would help?
But since things are working now, you probably don't wan to 
experiment and break anything :-)

That's the spirit!  Next time, help them with a Linux or BSD
install CD :-)
