Linux-to-Linux copying?

I am using rcp to copy files between two linux machines.

I ran into a small "permission denied" problem which I fixed by adding a
.rhosts file on the receiving machine which contains the source machine's ip
address.

Some questions come up though:

1- Is rcp the fastest way to copy files from one Linux machine to another
over a network?
2- Is this what .rhosts file is for?
3- Is there a way to make rcp not over-write files?
4- Is having a .rhost file safe?
5- where should the .rhosts file located?
6- How can I make a .rhosts file for the whole machine (instead of a user
specific one)?
