Sane distributions should have put a copy in /usr/doc/mutt-*/ . Actually, you may be a bit disappointed by it, since it's rather more simplistic than I've been led to believe. (I've never been a pine user and I've never been particularly enamored of its interface, so I've never been tempted to read the damned thing before.) It emulates the important key-bindings, plus some of pine's default behavior WRT mail folder locations, postponed messages, sent mail logs, etc., but not the k00l curses-based mail folder selection mechanism or the extensive (for a Unix text-mode mailer) help system that makes pine so attractive to some. To my relief, it also seems to forgo remapping all the control keys to anything but the Unix conventional behavior, so maybe it is somewhat useful after all.
