tlug: Mutt 1.0 Japanese?

Does Mutt 1.0 need to be patched to be able to handle Japanese? If so,
where does the patch reside?

ftp.jp.qmail.org seems to work (the /mutt directory exists) but the
filenames can't be listed...

I'd be grateful for any information.
