That page uses "Taiwan" as an example of a "Particularist".  Though it
is more accepted than the west, I think even in Taiwan and other
southeast Asian countries, some of the citizens would still be crying
foul and maybe even using the term "corruption".  Then "fair" comes
down to really how many of your family and friends are high in the
power hierarchy.

I don't think that link is an example of changing the definition of
"fair".  It looks more like an example of "that's the way things are
in other places outside of the USA...be aware to it".

I think the current Chinese leadership wants to clean up corruption
after many years of it being the norm (of course, they didn't use the
term "corruption" back then).  We'll see if they succeed...
