There is a mini-HOWTO out there, have  a look at
http://www.metzlerbros.de/bttv.html and the links on that page. You
can also use http://www.thp.uni-koeln.de/~rjkm/linux/terra/terra.html
as a guide. Although it was written for the Terratec card, most of it
also applies for other cards. The important thing is that you know
what kind of tuner is on the card, so that you can set the module
options correctly. The latest driver should be on
http://www.in-berlin.de/User/kraxel/xawtv.html

I can't see how that could be caused by the TV card. What kind of
grahpics card do you use?
