Then why don't you run with it? Start by creating a wiki doc
explaining the idea, and then outlining the draft process.

Then, build an RSS2 or Atom file to hold the feed. Send it over to
tlug-admin@ and the webmaster will put it somewhere on Hikari.

Etc.

I am sure people on this list will help out, but why don't you try
taking point on this?
