I can't do anything about the problem described (snipped here), but
I can tell you that NEC ATERMs work fine with Linux.  I used one for
a long time before going over to a dialup router.  Whatever is 
bothering that TA almost cerrtainly has nothing to do with the
OS connecting to it.
