Do you have a player for mpeg-4's?  If so, you need to add an
appropriate line to /etc/mailcap, such as

video/mpeg; VaporXcess '%s'; description="MPEG Video Format"; \
            test=test "$DISPLAY" != ""

where "VaporXcess" (a fictitious multimedia application that handles
all formats efficiently and beautifully and even has a real LZW
license for no extra cost) should be replaced with the name of the
application you plan to use to view that media type.

Odds are that you will also have to fix Netscrap and possibly your
mailer if you want to use them to view URLs and attachments; they
don't necessarily pay attention to /etc/mailcap.
