I pass on some advice that I received: pine with the "-p" option allows one to run various configuration files. One could edit and save a number of .pinerc files with different encodings and then choose the one you want to run went you invoke pine. not paradise, but much better than having to edit the config file by hand each time you want to change the encoding!
