Check for file:
/usr/lib/mh/components (might be /usr/lib/nmh in your case)

This is what I have in mine:

$ cat /usr/lib/mh/components 
To:
cc:
Subject:
--------
$ 

You may try creating it yourself. Other solution is to create your
local ~/Mail/components with similar content.

There is another file used for repl: replcomps. Same idea: check for
system wide file or create your local one.
