It's pretty low-level, I think it would take time as well as
knowledge.

I seem to recall someone saying something along those lines, maybe at
the I18N talk.  Check on ftp.pht.co.jp for an RPM in turbolinuxj; I
don't much about it, I haven't paid much attention to glimpse for a
couple of years.
