On my RH5.1 system the package name is :

[root@example.com /root]# locate rpm2cpio
/usr/bin/rpm2cpio
/usr/man/man8/rpm2cpio.8
[root@example.com /root]# rpm -qf /usr/bin/rpm2cpio 
rpm-2.5.1-1
[root@example.com /root]#
