Just a quick point on the version control. Rather than RCS you may want to
think about using CVS. It is good for web sites for the following reasons
      - Can handle binary files (image data, java classes etc.)
      - Works on a directory basis
      - The repository can be configured to automatically update your
        live site with latest versions on each new checkin.
      - An apache module is available which pull out latest version
        of file for each request
      - CVS is also client server, your working directory can be on any machine
      - Unreserved checkouts by default, ie, no file locking. Uses merge to resolve
        conflicts.
      - Uses `modules' concept so that you can checkout only the collection of
        files you require.

We have been using CVS for internal sites and found it to suit all our needs.
