This is a `problem' with fvwm. Numlock, like control and meta, is a modifier
which means if you hit CTRL-ARROW  on the keyboard while Numlock is on, 
FVWM will treat it as CTRL-NUMLOCK-ARROW. The FAQ explains this but not
how to fix it. What I did was to add the following to my .fvwm2rc file:

Key Left	A	A	Scroll -100 0
Key Right	A	A	Scroll +100 +0
Key Up		A	A	Scroll +0   -100
Key Down	A	A	Scroll +0   +100

                        ^ this column says apply with `any' modifier
and seems to do the trick although it may mess up some of your other
apps.
