Me, I believe in margin, plenty of it (I value reliability over performance for the most part). Performance is a step function for me: either it's enough or it ain't. In a nutshell, higher clock speed means higher cpu<->memory performance which is goodness for compute bound processes. For I/O bound processes it doesn't buy you anything. IMHO the 100MHz FSB of Deschutes Pentium-II processors (350, 400 or 450 MHz) is useful and meaningful. For a slot 7 processor .... My personal recommendation is to set the MB settings exactly as dictated by the manual for your particular processor/MB combination. Cache sizing, clock speed setting, and performance tuning in general are incredibly non-trivial topics.
