If you look in the PCMCIA-HOWTO you will find that there is one PCMCIA 
TV card supported by the pcmcia-cs. The driver is not directly
included in the distribution, but you can find it at 
ftp://csb.stanford.edu/pub/pcmcia/contrib/
Other than that I haven`t heard of any drivers for camera/TV cards. If 
you get the specs of that particular card you could probably modify the
exitsting driver to make it work. IF you get the specs.
