mandatory by what standard?  Even arena, W3C's own browser, doesn't have
trouble with images that have no alt= tag.

The only time when I'd give a rat's *** about being fully compliant with
spec is if I was writing pages that other people would have to modify with
a different editor than the one I was using.  Otherwise, whatever works,
works.
