Frustratingly, no, it isn't.  I'm doing something wrong, I'm sure
of it, but I can't for the life of me figure out what's out of
whack.

I've just reinstalled everything from scratch in an effort to get
things up and running.  From a mirror site referenced from the
bekkoame site, I fetched 4.07 (what the heck) --- the
"base_install" stuff.  I run the install.  It puts the new
communicator stuff in /opts/netscape.  I fetch the Japanizing kit
for 4.07.  I run the install.  It puts plugins and stuff under
/opts/netscape.  I say no to the query about replacing Kinput2
because that broke everything when I said "yes" last month.

I fire up Netscape, this time with the menus in English (looks
like the Jse desktop for 4.07 isn't out yet).  I touch
"Preferences", then "Advanced".  On my display the menu is bigger
than the screen, but shifting it around I can find no reference
to proxies.  Nothing but little click-boxes for yes/no choices.

Can anyone send me a screen shot privately?  I'm completely
baffled.  I pitched the virtues of proxy servers to the techno
committee yesterday, and now I can't even set it up on my own
machine!  Dear oh dear, how will I ever hold my head up in the
street ...
