AFAIK the Japanese charsets are:

Name: ISO-2022-JP
Alias: csISO2022JP

so the tag would be

<META HTTP-EQUIV="Content-Type" CONTENT="text/html"; charset=ISO-2022-JP">

I think the currently assigned charsets are at:
