The cost in phone bills to FTP all this stuff and, as Manuel notes, having to go back time after time to get the packages you need to resolve dependencies, will cost you more than the TurboLinux CD, I suspect. Even if you prefer to use Red Hat, install the TurboLinux Japanese packages and you'll be in good shape.
