Years ago the Bavarian regional government wanted to cover all Bavaria with something like that, called "Buergernetze" (citizen's networks). They later on spoofed it by incompetence. I have been in that right from the beginning and helped set up installations in four locations ( setting up servers, teaching local admins etc.... ). The crew of one of them eventually went commercial and is now OberlandNet. Well, I better stop here or I write a book. If you have questions about that just ask them.
