The limitation of VM is that multilingual mail must use MIME content types. It will not autodetect codes by scanning the text. Of course, if you're actually in a CJK world, this is what you want since it's kinda tough to separate EUC-JP/CN/KR, shift JIS, and Big5. It's ugly in the raw, but you can actually mix CJK in the text of a message by using MIME multi-part format and get well-formatted displays. I'm not sure if it handles ISO-2022-INTL aka ISO-2022-JP-2 very well, but that's really a Mule function not a VM/MIME issue.
