They should be able to do that.  The usual required JPNIC procedure is
that you must register the info through the ISP that is providing the IP
addresses.

I'm for it.  Sacrificing our little "duct tape and beer" server parties is
a small step for what we can gain by putting the server there.  But I bet
they might laugh when they see it :-)
