tlug: eVote2.2 and TLUG account usage policy?

On page 80 of Linux Journal May there is a short blurb on eVote2.2.
http://www.deliberate.com.  This is the system that we are trying to 
install over majordomo to allow easier voting on TLUG issues.   With
this system in place, it looks like anyone can start up a vote on 
the TLUG list.  Jim Schweizer and I both gave it a try, but right now
there is no one trying to get it to work.
