Or maybe they just decided to put their efforts somewhere else.  The
German consumer market, in particular publishing, has a pretty bad
reputation internationally as a tough one to crack due to government
protection of cartels and monopolies.  Markets involving intellectual
property rights are extremely difficult to open, so don't take this as
a complaint against Germany.

Industrial goods, on the other hand, are extremely open and Germany in
general has a reputation for reciprocal trading (in any given
industry, trade goes both ways).
