It's just wildly profitable, so redoing the whole thing from scratch is no obstacle, and they can't put the owners in jail because of their relatives. Singapore is a generally good citizen about these things, although somewhat less so in intellectual property. China is not; therefore making a public stink is the only way to get things done (for say Microsoft; the State Department would prefer to do it through channels). If you don't look for what Microsoft and the State Department are saying, but listen to what Mr. Lee and Dr. Mahathir are bitching about, you'll realize that pressure _is_ being applied behind the scenes.
