Either it just was not seated correctly, or I have a bad PCI slot. I moved it, set BIOS to do its auto-pci-config thing, and it worked. I found to little utility called eepro-diag to dump info about the card. It complained that it couldn't find a card /proc/pci, which prompted me to move it. Thanks for your help.
