Someone that is more familar with JPNIC might be able to correct me.
However, from what I understand, yes, it is different.  It won't
propagate because JPNIC will ignore your message "/dev/null" 
for registration of the primary DNS unless you are a paying JPNIC member.
You must pay 300,000 yen plus 10,000 yen per domain to play.

  ... just what I think after scanning through the Japanese docs  ...
