tlug: Japanese meeting description

Hi,
I've added Ayako's Japanese description of the meeting events at

   http://beehive.twics.com/~tlug/9802/index.html#jp

This is included after the end of the English description.  We're
following this format right now.  The English and
the Japanese are included on the same page.  However, we may eventually
move to Japanese and English web sites.   Wow, the group sure
moves fast.
