I actually think that Debian-JP is better than the JRPM or PJE approach.
The package dependencies for Debian-JP are nicely integrated with
Debian.  There was a comparison chart in UNIX User, (or was that
Linux Japan?), that compared the JE and Debian-JP packages.
Debian-JP compared favorably, but they were about the same.  
I've got to set up a hack system
to compare them more fully, but IMO, dselect and dpgk are
nicer than the ezinst of PJE/JE.  

What problems are you having with Debian?  

The only thing I have in favor of Red Hat is that RH5.0 came
out before Debian2.0 and at the moment has better glibc6
support in pre-compiled packages.
