Look for a '#define X_LOCALE' in the JDK system config.  I'll bet it's
hidden in a '#ifdef __linux__/#endif' pair.  Remove it.  Recompile.

The <X11/XLocale.h> header uses this switch to determine whether it'll use
the builtin X locale (which, as you noticed, isn't in glibc binaries
[except for mine ;)]) or the system locale.
