Nobody supports Linux as far as I can tell, except for people who are
already in the Linux community.  There's not much in it for companies
that make their money from hand-holding; we already know more than
most of the so-called "techs" in the field.  That much training would
be very very expensive.

Your ifconfig looks fine (except for that mask seems strange for a
P-t-P connection, but I don't think that matters if your routing is
correct).  Do a `route -n' (the `-n' is to keep route from trying to
look up the names of the IP addresses in its table, which will
probably fail).  That should have at least three entries, something
like

130.158.99.0    0.0.0.0         255.255.255.0   U     0      0       35 ppp0
127.0.0.0       0.0.0.0         255.0.0.0       U     0      0       22 lo
0.0.0.0         130.158.99.254  0.0.0.0         UG    1      0       72 ppp0

where 130.158.99.0 will probably have non-zero in the last place and
be the IP of your ISP's port (ie, same as P-t-P in the ifconfig
output).  The only non-null gateway will be the same as the P-t-P
host.

Also check your name server as Leo suggested, that's the next step:
`cat /etc/resolv.conf' (obviously yours will be different)

search sk.tsukuba.ac.jp
nameserver	130.158.97.253
nameserver	130.158.97.245

and your name resolver configuration `cat /etc/hosts' (I don't know if 
this is optimal, it's what I do though).

order hosts,bind
