I think I need to spare more time to read, at least, my outgoing messages.
The name of the package is 'yutex' and 'myutex' is only the motif editor 
part. You can build the editor with kde or Qt but only motif version has
support for Japanese - through kinput2. So if you are already using
kinput2 just dowload the statically linked motif binary version from
redhat. Off the spot and root input styles are supported.

As for japanese support, the package comes with converters for 
JIS, EUC, SJIS, COUNPUND_TEXT
one of them (I think compound text ) is very close to iso-2022-jp.

It is also fun to convert Chinese text into JI

I converted Japanese to Chinese GB and most of the characters could be 
printed (including hiragana and Russian) with the public domain gb2ps.

UTF8, UTF7 and uni conversion is there. 

The editor supports cut and paste. The motif one has support for 
COMPOUND_TEXT so you can paste from/to kterm and the like.
