I'm not sure this is addressing the question. Those directives are for
getting the server to deliver a French, German, English, whatever version
of a page, according to how the browser is set. Doesn't have anything to
do with how you mix umlauts and Japanese.

Anyway, as it succinctly says on the Apache page: "Although the
content language is reported to the client, the browser is unlikely to use
this information."
