That is the default installation for RedHat 4.0 fvwm2.  At first
I really didn't like it.  There is a different configuration
setting called TheNextLevel.  That is pretty cool with loads
of configuration options.  fvwm2-95 and TheNextLevel both
come with lots of icons which I like.  The task bar at the
bottom of the screen actually takes up less space than an
icon box.

I attempted to use the m4 macros to create another set of
configuration files for TheNextLevel, but they were pretty
confusing.

More important than the outside frame is the choice of colors
within an xterm or emacs session.  I use green foreground
and black background..
