FLETS does not give you internet service. It only provides physical connectivity.

If you are using FLETS, you still need to sign up with an ISP. And whatever policies there are is then determined by the ISP who provides their service over the physical connection provided by FLETS. Policy is not determined by FLETS.

Of course NTT would like you to use an ISP within the NTT group, such as Wakuwaku, OCN or Bigglobe, but the internet service provision is a separate contract and any FLETS customer can choose whatever ISP they want.

Over the last 20+ years I have used FLETS in various locations, private and business, with different ISPs, both NTT group ISPs and independent non-NTT ISPs. Amongst them, I have never come across any ISP that blocked port 25.

I have used KDDI only for mobile phone service long before mobile phones provided internet service, so I can't really comment on that, but I have to assume that blocking the port is a KDDI/au specific thing.

However, the absolute suckiest wireless internet service is Rakuten Mobile. Stay away from them at all costs.
