I've been to a Kansai Rust meetup[1], which felt Linux-adjacent.  (Of 
course they are in Kyoto, so not exactly your corner of Kansai either.) 
And there is a Kyoto Web Designers and Developers group that meets a 
couple of blocks away.  I think they are a spin-off of a similarly-named 
English-speaking group in Osaka.
