The PSU is a 650W Keian 80+ which is less than two years old.  I have another one in a box that I'll try later.  As for grounding ... this is rural Japan where they don't believe that you need more than a 20A breaker for the power in your entire house and why waste copper with a third wire.  We have to turn off the heater and unplug the refrigerator just to use either the oven or IH cooktops.  We've upped the breakers to 50A and it still isn't enough.  Tepco is warning that 60A is as far as they want to push the wiring in this house.  I have been thinking about dropping a copper spike into the garden outside the office window (didn't need one at my old place) and
will check the prices at Home Joy Honda this afternoon.

It smells like bad PSU, really. Or bad grounding, or combination of
the two. Do you use 3prong cable, connected to the wall (assuming you
have proper earth in the building)?

I had many weird issues in Tokyo, a few more-than-tingling jolts from
cases, a few dead peripherals... equipment that doesn't power on or
off, etc (I think I discussed those 2-3 years ago on TLUG ML).

Then, for older MB... electrolytic caps drying out/bulging cause
strange interference at critical times might be a problem.
I also had a strange AthlonXP board that refused to work below 15
degrees (was in Sapporo for 6 years), possibly due to bad caps.

If after clearing the CMOS you still cannot access BIOS with a
multitude of keyboards... you have a hardware problem.
